Begun in 1983, CHAD has successfully managed affordable housing units in DuPage for 20 years and has only sold one property. CHAD meets affordable housing needs with professionally-run rental properties and now manages over 300 scattered site affordable housing units in over 115 different properties in 26 towns in DuPage County, including apartments, condominiums, duplexes, townhomes, and single-family homes.
CHAD takes pride in the versatility and experience of our professional maintenance staff. With over 28 years of experience, our staff is knowledgeable in all areas of building and equipment maintenance as well as construction. Their expertise saves us thousands of dollars in fees that other companies have to pay to outside contractors, which helps keep CHAD rents affordable. CHAD exceeds the standards set in HUD’s annual Housing Quality Standards inspection.
• Market Rent Program: units to rent to moderate income residents. The resident is responsible for the full amount of rent, but the rent is often priced below the Fair Market Rent for DuPage County. • Housing Choice Vouchers (Section 8): Housing Choice Vouchers are accepted in any of our units.
• Just Homes Program: CHAD purchases single-family homes and sells them to qualified first-time home buyers for sixty percent of the market value. Participants own the home and rent the land from CHAD.
Our Partnerships
CHAD partners with other non-profit agencies in DuPage by making affordable rental units available to them for their clients. Currently, CHAD is partnering with three agencies — Bridge Communities, Catholic Charities, Public Action to Deliver Shelter (PADS) and DuPage Mental Health Agency — but is always open to other partnerships.
In particular, CHAD and Bridge Communities have strong ties. Bridge provides two-year transitional housing to low-income families along with supportive services, after which the families move into affordable housing on their own. Bridge currently rents 8 CHAD units for its transitional housing families. Additionally, many of Bridge’s client families become CHAD tenants upon completion of Bridge’s transitional housing program — providing a continuum of affordable housing programs. CHAD also provides maintenance and accounting services for Bridge.
Catholic Charities also operates a transitional housing program for low-income families. Catholic Charities currently rents 15 CHAD units for its families. Additionally, DuPage Mental Health Agency currently rents 3 CHAD units for its clients, for whom they provide supportive housing, and PADS rents 1 unit.
CHAD is a member of the Continuum of Care Advocacy Task Force in DuPage, which is an association of agencies brought together in response to a HUD initiative to plan and collaborate in a coordinated, strategic manner on generating solutions to local affordable housing issues.
